Doesn't mean it won't happen. But offers are tendered and rejected all the time; that's why we rarely, if ever, report on them.
Nobody locked, but Hedlund is closest. He's in talks, which means they mutually agree and are hammering out details.

Twitch was the first to bring word of Gary Oldman, Helena Bonham Carter and Garrett Hedlund being offered parts in the Warner Brothers backed US adaptation of Katsuhiro Otomo's classic manga and now we have learned that Kristen Stewart has been offered the part of Kei, a young medium who becomes the love interest for Kaneda - the role already offered to Hedlund.

Stewart is a choice that makes sense on most levels - she's certainly talented and has name recognition far above most in her generation - but also concerning in that none of the Twilight cast, Stewart included, have been able to find any sort of success outside of that franchise with Twilight fans not caring what any of them do elsewhere and everyone else generally staying away because of the Twilight stigma. Could this break the trend if Stewart accepts? Possibly - that it's more of a support role than a lead will help - but it's a somewhat risky move.

UpandComers Warner Bros continues to dream big and reach out to strictly A-list talent to round out the ensemble cast of its risky, bid budget remake of Japanese manga "Akira", with offers out to the likes of Gary Oldman and Helena Bonham Carter still pending. Thus far the only actor to officially sign on is Garrett Hedlund, who will star as Kaneda in the futuristic actioner, and while previous reports indicated Keira Knightley had been offered an unspecified female role, Twitch now reports it’s "Twilight" series star Kristen Stewart who has the offer for the female lead. Presumably this means Knightley has passed on the role. Let’s hope this doesn’t turn into the next "Pride and Prejudice and Zombies"

Stewart, who just recently worked with Hedlund on the equally controversial, long-gestating adaptation of "On the Road", has been offered the role of Kei, a young medium and love interest to Hedlund’s Kaneda. Kaneda’s story mainly revolves around an attempt to save his little brother Tetsuo from becoming a government science experiment and weapon after the younger man begins developing telekinetic abilities. Ezra Miller and Alden Ehrenreich are among the actors being eyed for the role of Tetsuo. Jaume Collet-Serra will direct.
